I requested to attend a class through my unit's ATRRS representative, and I received an email indicating that I am enrolled in my requested course. What do I do next?
Congratulations! You are successfully enrolled in your requested course. Please follow the instructions in the email and reach out to your unit's ATRRS representative if you have any additional questions. Forty-five days before the course start date, the AFMS registrar will email you the course welcome letter, which will include pre-attendance instructions you need to complete before the class begins.
How do I contact the AFMS Registrar?
When will I receive course-specific instructions?
You will receive an email with a Welcome Letter and an Enclosure from the Registrar forty-five days prior to the course start date. Please note that waitlisted students will not receive any information as they are not enrolled.
Ten days prior to the start date you will receive an email with instructions to access Moodle. MOODLE is the Learning Management System (LMS) for the Army Force Management School. Before the class starts you must complete the required data collection and upload the documents requested. You will not be able to access the course and upload materials until you receive this email.
I received an email indicating I am waitlisted for my requested course. Why was I waitlisted?
You were placed on the waitlist because your organization does not have any allocated quotas or available seats for the course. Students on the waitlist may be moved into available seats forty-five days prior to the course, as space becomes available. Others may also be moved off the waitlist up to the week before the course if additional space opens up.
Will my waitlisted reservations roll over to the next available class if I do not get in?
No, waitlisted reservations do not roll over. You must register for each course you wish to attend.
I am enrolled in a course but can no longer attend. What should I do? Can I automatically be added to another course? Can I substitute someone else from my unit into my seat?
Please email your unit's ATRRS representative to request an alternate date. Only after you make this request can they update your enrollment information. Enrollment in each course is based on a first-come, first-served basis, so if there is an open slot and your unit's ATRRS representative can enroll you under the unit’s quota for your preferred date, you will be good to go.
However, substitutions are not allowed. Each course has a waitlist, and if you are disenrolled, the unit's ATRRS representative must fill that slot with someone from within your unit; otherwise, the AFMS registrar will fill it with waitlisted students on the 45th day prior to the course.
Where can I find course prerequisites?
The prerequisites for each course are listed on the individual course webpage. You can find these webpages on the
AFMS websiteby selecting the drop-down menu under the ‘Course’ option and clicking on the requested course. Course prerequisites are also listed on the course page within the ATRRS course catalog. Additionally, your unit’s ATRRS coordinator can access and provide this information.
When do I need an Exception to Policy (ETP?)
ETPs are only necessary if you do not meet the course prerequisites.
What information needs to be included in an ETP.
The ETP should be formatted as follows:
MEMORANDUM FOR Commandant, U.S. Army Force Management School (AFMS), 5500 21st Street, Building 247, Suite 1400, Fort Belvoir, Virginia 22060-5923
**SUBJECT** Exception to Policy for [name], [pay grade], for attendance at [Course Name]
1. Provide the individual’s name, grade, duty position, and UIC, along with a description of the force management duties being performed.
2. State the TDA/MTOE position number and title the individual is filling within the requesting organization.
3. Explain why the individual requires the training and describe the impact on mission completion if they do not receive training.
4. Include a statement confirming that the requesting organization understands its responsibility for initiating and closing all required DTS vouchers and orders and that it is responsible for all associated Temporary Duty expenses to and from AFMS.
5. Provide the Point of Contact (POC) for this memo including name, phone number, or email.
**Approval authority is the first O-6 in the service member/civilian/contractor’s chain of command. **
What time does the course end on the last day?
Classes generally conclude by 1400 (2:00 PM). Please be aware that due to local traffic, flights should not be booked until after 1700 (5:00 PM).
What happens to my reservation during a government shutdown?
AFMS will continue to operate. Your unit is the approval authority; therefore, your unit will decide if you remain enrolled in the course at AFMS or if you are recalled back to your unit. If affected, your unit is responsible for your recall and any necessary arrangements or instructions. We can move you to a future course upon request.
Do you have billeting information?
All AFMS students in a Temporary Duty (TDY) status will report to post billeting located in Knadle Hall (Building 470), 9775 Gaillard Road, Fort Belvoir, VA 22060. Fort Belvoir billeting is operated by IHG Army Hotels (https://www.ihgarmyhotels.com).

Does the Fort Belvoir or the school provide transportation?
No, the Army Force Management School (AFMS) is located directly across the street from the Knadle Hall hotel; however, there are no dining options nearby. Therefore, a rental car is recommended for students who do not drive to the course.
What is the Uniform?
If attending on military orders, the required uniform is the Army Combat Uniform or a service-related duty uniform. For those attending on civilian orders, the uniform is business casual.
Specifically, for the Force Integration Course for Senior Leaders (FICSL), all military and civilian personnel must wear business casual attire.
How are quotas assigned for AFMS courses?
All seats for AFMS courses are controlled by the United States Army as outlined in AR-350-10. Attendance at resident courses is limited to individuals who have been allocated a student quota. Quotas are managed through the Army Training Requirements and Resources System (ATRRS). Organizations without quotas for AFMS courses can use ATRRS to place students on a waiting list for specific classes. All DOD organizations should indicate their training needs during the Total Army Centralized Individual Training Solicitation (TACITS), held every August and April. Student quotas are then allocated based on TACITS data.
Who should I contact for questions regarding Moodle and uploading required documents before the course start date (e.g., Student Information Questionnaire, Student Checklist, NDA, AUP, ISAP, Cyber Awareness Training Certificate, Physical Fitness Test for Military Students, TDY Authorization for those on TDY status)?
What are the Security Clearance requirements?
Refer to your course welcome letter, which will be sent forty-five days prior to the course start date. If applicable, the Defense Information Security System (DISS) is the Army's system of record for security clearance eligibility and access. Attendees must possess a valid security clearance before attending the course. Security managers should submit a site visitation request through DISS using the AFMS SMO code W0Z2AA6B, ATTN: Mr. Alberto Cadiz, (703) 805-2878, or email: alberto.cadiz.civ@army.mil. The Visit Name should include the Course Name, Class Number, and Last Name (e.g., HTARC 002-25 Smith).
I am attending a course at AFMS TDY enroute. What documents to I need to bring with me to ensure uninterrupted pay?
You will need to ensure that when your ATRRS coordinator submits your registration they use the appropriate Component Code identifying you as TDY Enroute. In addition, we request you provide the following documents to the school by emailing them to
LMS_Admin@army.mil and by bringing a copy with you when you arrive: a copy of your orders, a completed DD Form 1610, and your approved IPPS-A absence request(s). You will be informed during in-processing about any additional steps to update your status with Finance and DFAS.
Can contractors attend courses at AFMS?
Contractors may attend courses such as AOIC, SSO and HTARC by exception if it is required by their contract. If it is required, they must have an ETP outlining the requirement from their COR and reviewed by AFMS prior to receiving an application for enrollment.

Synchronization Staff Officer (SSO) Training Course
G8 Staff will register through the G8 ATRRS Coordinator
DOM: Anyone currently serving in a DOM/G-8 Hardware Division in any one of the following roles: SSO, OPSO (Operations Officer), or Budget Analyst.
DOR/DJI: Anyone currently serving in FD/G-8 with duty roles/responsibilities requiring routine interaction with SSOs.
Others will contact the AFMS Registrar at AFMS_Registrar@army.mil for an application.
For example, personnel with roles requiring regular interaction with SSOs include Army G-3/5/7 Organizational Integrators (OI), Command Managers, DA System Coordinators (DASC), ASC (LMI) Material Integrators (MI), and System Integrators (SI) assigned to OCAR or Army ARNG.
Synchronization Staff Officer (SSO) Training Course
Contact the AFMS Registrar at AFMS_Registrar@army.mil for an application. Once your application has been received it will be reviewed for approval. We will notify you within 7-10 business days if you have received a seat in the course requested.
Manpower & Force Management Course (MFMC), How the Army Runs (HTARC), Functional Area 50 Qualification Course (FA50QC) and Action Officer Integration Course (AOIC)
Contact your ATRRS coordinator to register you for the course.
Students taking the FA50QC must have completed HTARC within the last two years or in conjunction with the FA50QC course.
The Army National Guard Force Management Course (ARNG FMC)
Military members from States / Territories coordinate with State / Territory School Managers, JFHQ J3/G3 to register in ATRRS. Military members assigned to NGB complete DA Form 4187, Personnel Action. Submit DA Form 4187 to your Officer Branch manager, who will forward form to ARNG-TR-I for registration in ATRRS.
Civilians (GS) assigned to NGB complete Standard Form (SF) 182, Authorization, Agreement and Certification of Training. Submit approved SF 182 to ARNG-FM POC, Mr. Tim Hoban, email: timothy.m.hoban.civ@mail.mil who will forward form to ARNG-TR-I for registration in ATRRS.
