The two week Manpower & Force Management Course (MFMC) is designed to instruct Army professionals on the processes the Army uses to manage manpower and determine requirements for the Operating and Generating Forces. The MFMC prepares students to operate effectively as manpower and force management analysts within a strategic environment of overwhelming requirements and severely constrained resources.
MFMC teaches the strategic importance of manpower requirements determination for the Army's Generating Force. The manpower and force management functions covered are described in AR 570-4 and AR 71-32. These functions address planning, programming, and manpower requirements determination using the Five-Phased Approach. Manpower-specific subject areas: requirements determination, manpower documentation, the Total Army Analysis (TAA), Defense Financial Management, and Generating Force standardization. Force management-specific subject areas: Force Design Update (FDU), the TAA, Table of Organization and Equipment (TOE) development, Basis of Issue Plan (BOIP) development, and Manpower Requirements Criteria (MARC).
The strategic focus of the course requires nominees assigned to positions that require the use of manpower and force management skills.
Personnel eligible to attend the course include officers in the grades of 02 to 04, warrant officers in the grades of W1 to W4, noncommissioned officers in the grades of E6 to E8, Department of the Army civilians in the Manpower and Force Management Functional Community in the grade of GS07 to GS13, and designated contract man-year equivalent (CME) personnel.
