AOIC Course Purpose
The one-week Action Officer Integration Course (AOIC) prepares military and civilian personnel to serve as action officers at the Headquarters, Department of the Army (HQDA) level. The course familiarizes students with the organization and functions of HQDA, Title 10 United States Code statutory responsibilities, Army processes, and staff products. AOIC challenges students to demonstrate the effective writing and communication skills required at HQDA.

AOIC Course Scope
AOIC provides HQDA action officers with a fundamental understanding of the organization of the Headquarters, Department of the Army (HQDA) and the roles, missions, and functions of the Secretariat and the Army Staff. The course builds upon that understanding with an overview of several key HQDA level processes: Planning, Programming, Budgeting, and Execution (PPBE), Joint Capabilities Integration and Development System (JCIDS), Defense Acquisition System (DAS), and Force Management. AOIC addresses how action officers effectively develop, staff, and communicate information to decision makers and incorporates hands-on practical exercises to provide students with the opportunity to practice and improve their communication skills.

AOIC Course Prerequisites
All students require an active Enterprise Task Management Software Solutions (ETMS2) Account (formerly "TMT"). If prospective students do not have an active ETMS2 Account, they must take the HQDA Basic ETMS2 online training. Students who are unable to establish an active ETMS2 account through their department or agency, due to a capacity limitation of the ETMS2 system, should use the link at the end to obtain a Certificate of Training. AFMS will establish a ETMS2 training account for in-class use. Return the Certificate of Training with your DOD ID# and office symbol, 10 days prior to the start of the class to the Admin team. Use the same POC indicated in your Welcome Letter and Enclosure. You can access HQDA beginners ETMS2 training using this link:https://www.milsuite.mil/university/tmttraining. Students must have access to ETMS2 to begin the class.

Military officers: O-3 through O-6
Warrant Officer: WO2 – WO5
Non-Commissioned Officers: E6 – E9

Civilians: GS-11 – GS-15 assigned to HQDA and the NCR.

Those individuals who do not meet these prerequisites will be considered on a case-by-case basis. All Soldiers attending institutional training courses are expected to meet the physical readiness standards of AR 350-1 and body fat standards in accordance with AR 600–9.

AOIC Course Enrollment Procedures
Prospective students must apply through the formal nomination process. Nominated for a school quota by the appropriate Headquarters Department of the Army Staff, Field Operating Agency (FOA) or Army agency in the National Capital Region
  • Quotas are established by HQDA ( DCS, G3) and managed by the AFMS Registrar (703-805-4904). Attendance at the Army Force Management School is funded by the sending commands. Please contact the AFMS Registrar for additional information.
Request for a seat in the class
  • Interested individuals should request a school quota through the appropriate chain of command to their local training coordinator. Training coordinators request a quota from their HQDA, FOA or Army Agency point of contact (POC). The decision authority for quota allocation is the HQDA, FOA or Army agency in the National Capital Region.

  • HQDA, Army Agency, FOA nominate students to the school. The AFMS Registrar reviews and approves the nominations. The Registrar provides concurrence / nonconcurrence. Approved nominees receive a welcome packet 45 days prior to the course starting date. Training coordinators must provide the AFMS Registrar with valid Enterprise emails for each student submitted into ATRRS.
AOIC Course Billeting
